Summary:Production and life action are changed because of the scarcity of natural resources. It is a reasonable choice that low-carbon economy, cut costs, energy-saving emission reduction under the conditions of today's limited resources. Pareto Optimal could be achieved with scientific management being as complementary production factor that can optimize and allocate the resources, adjust the ratio of production relations between the various factors under certain technical conditions. The socio-economic development and ecological environment construction have been seriously affected by factors of production shortage of water resources.Innovation of scientific management is the key toraising the level of water resources management in order to achieve maximum output at the lowest investment. The meaning and necessity of innovation and scientific management of water resources are put forward. The scientific management, technical support, system innovation, institutional innovation are discussed, and theoretical innovation of water resources management of innovation is outlined in this paper.
