description | The comprehensive quality of air traffic controller is directly related to the safety of air traffic control system. This article put air traffic controller into the air traffic management safety system which consists of manpower, aircrafts, environment and management. An index system was established by introducing the Delphi method and Analytic Hierarchy Process (AHP) method, In the index system, we determined the weight of each index by assembling consistency check and built secondary appraisal model by using Fuzzy Comprehensive Evaluation. Furthermore, a Fuzzy Evaluation System of air traffic controllers' comprehensive quality was developed to evaluate the civil controllers' comprehensive quality in China. The result reflected the level of the controller's comprehensive quality. The evaluation system developed in this article will provide a tool of strategic decision to the scientific development of air traffic safety and air traffic team. |
