Summary: | China is a disaster-prone country. Disasters happen around the year and cause huge losses to people's lives and their properties. A summary of the development of disaster factors will lead to a conclusion. That is, a lack of self-helped ability from disaster victims and capability to give in-time rescue from rescue personals, are the two key factors to minimize the losses. Losses due to a lack of proper knowledge from people, insufficient preparation before the disaster, misjudgments in identifying hazards, and unable to provide timely help are much greater than the losses caused by disaster itself. In order to reduce disasters and to minimize the losses to the limit, education and training of emergency rescue to the people at different levels so that people across the country are equipped with safety awareness and self-helped rescue ability is quite essential. This paper analyzes the existing issues in the emergency education and training system. Corrective strategies for the education and training of emergency rescue are also provided. To improve the community's six comprehensive rescue capacity [1] , according to the four stages in disaster management [2] . Three different levels of emergency education and training system have been proposed including academic study, short-term training, and public education. Public safety and disaster risk management to be approved by the State Education Commission as regular courses in the colleges, as part of the development plan, will provide a fundamental and theoretical basis to reduce disaster and to improve rescue skill. Emergency staff training can as an effective complement to professional rescue teams to play a major role in emergency rescue. That will initiate such training and education programs for the public and hence improve the rescue skill for most of the people in this community [3] . |
