Summary:Fixed camera videos are obtained/used by surveillance, teleconference, remote lecturing. Since it is one of the most fundamental camera movement techniques, it is also frequently used in studio shots, drama/movie scenes. In this paper, simple and efficient coding method for such fixed camera videos is proposed. The proposal significantly improves the coding efficiency and generated bitstream is fully compliant to H.265/HEVC standard. Compared to HM16.4, the reference software of H.265/HEVC, bit-rate savings of 32.40% in average and 56.92% at maximum in terms of BD-Rate were observed for nine of standard test sequences. In the experiment it is observed that decoded video of our proposal contains less camera noise than the original. In addition, it also provides faster encoding than HM16.4 with 12.17%.
