Summary: | This paper presents a regulatory framework for spectrum sharing as part of a new Regulation for Use of Radiofrequency Spectrum to be issued by Brazilian National Agency for Telecommunications. This framework is based on a licensed environment, providing Quality of Service and protection from interference for both primary user and the new user of the band in a shared operation. The conditions for spectrum sharing, as set in this proposal, must be established by a commercial agreement between the stakeholders and the operation management performed by a Spectrum Shared Access System. The paper also analyses some candidate frequency bands to be used for spectrum sharing in Brazil. |
