Logistics transportation time that is too long or too short will have a certain impact on customer satisfaction. If the time of logistics transportation is too short, there will be the cost of goods arriving in advance; if the time of logistics transportation is too long, there will be the cost of goods arriving late. In this paper, a problem that considering transportation time for earliness or tardiness and Fourth Party Logistics (4PL) collaborate with Third Party Logistics (3PL) problem is proposed, and a non-linear mathematical model is established with the objective of minimizing the transportation cost and the time of customer's allowable service as constraints. The experimental results obtained by enumeration algorithm show that when the penalty coefficient for tardiness is fixed, with the increase of the penalty coefficient for earliness, the transportation cost of route increases gradually and remains unchanged at last. The corresponding route is transported from advance to no longer ahead of schedule. When the penalty coefficient for earliness is fixed, with the increase of the penalty coefficient for tardiness, the transportation cost increases gradually and remains unchanged at last. The corresponding route is transported from tardiness to no longer tardiness. By adjusting the penalty coefficient for earliness and tardiness, earliness and tardiness of logistics transportation time can be effectively controlled.
