Summary:A control strategy for subjective video quality in a bit-error environment is proposed. In the strategy, block effects due to coarser quantization or bit-error and frame rate are considered as two main factors impacting on subjective video quality. Thereby, minimum frame rate and maximum quantization parameter are suggested to ensure picture quality. The control strategy is a trade-off-between removing the block effect and reducing the flicker artifact of reconstructed images when more bits are required for error correction. Simulation results show that the subjective video quality is obviously improved.
