Summary:The CogSIMA Organizing Committee is working to develop a series of self-contained challenge problems that will focus community interest and research activity on unsolved problems in the general area of Cognitive Situation Management. This work aims to provide constructs to support the clear definition and development of these challenge problems. The Need, Approach, Benefits, Competition model is introduces as a means of defining the value proposition of a challenge problem. The Goal Directed Task Analysis mechanism is presented as a means of defining a common representation for the requirements of the challenge problem. Finally, we present Synthetic Task Environment as an environment in which to observe, measure, and explore innovations in cognitive task effectiveness.
