Summary: | The strategy of the major sources of population funding today is failing. By attempting to control our skyrocketing numbers through mass abortion, sterilization, and contraceptive hardware alone, they neglect the one resource commensurate with the problem, the people involved. As an alternative to their fixation on capitalizing devices and distribution-thinking, as they seem to, that population is a problem they have to solve-I propose that we "capitalize" the health and personal development of the world's present and emerging population, on the realization that it is mankind itself which alone can bring its growth into balance with its resources and ambitions, and that it can do so only through the free choices of healthy, self-reliant men and women. This capitalization of human potential means developing the political will to put people first by allocating major funds to comprehensive, integrated programs of family health and planning in a coordinated public/commercial effort. |
