Summary: | Inkster and Nicoll discuss on what should the American government have done and what should it, and all governments whose countries are similarly threatened, be doing to ensure that terrorism risk is better managed. Among other things, the essential elements of a sensible counter-terrorism strategy are no great mystery: full government ownership from the outset; clear lines of authority and operational control, preferably with one operational agency given primacy and everyone else required to cooperate with it; a matter-of-fact law-enforcement approach which avoids according the terrorists spurious political status; and a refusal to be drawn into overreaction or resort to extrajudicial remedies which are subversive of the values the government is supposed to be defending. However, more efforts to develop a genuine bipartisan consensus on this issue would surely be worth attempting. |
