Summary:Similarities & differences in the European Union's & the US's relations with their respective Southern hemisphere neighbors are studied to identify challenges to Southern nations economic & social development & to regional & international security. Overviews of US-Latin American relations & European Union-Middle Eastern/North African relations are provided. Several substantial differences in the approaches to economic & social development embodied in the Barcelona Process & the North American Free Trade Agreement/US-Central American Free Trade Agreement are then highlighted, eg, European Union policy toward Southern nations has emphasized investment & assistance for needed programs while US policy has prioritized trade liberalization. Nonetheless, it is demonstrated that both the European Union & the US are presently faced with multiple migration-related problems, eg, South-North migration has become less circular because of Northern countries restrictive migration policies. It is subsequently asserted that security issues are a more prominent concern in the European Union-Mediterranean region because of existing contentious relations between individual EU members & North African countries & the closer proximity of terrorist groups. Policy recommendations for enhancing North-South relations are offered, eg, prioritizing issues of integration over migration & promoting transatlantic collaboration to resolve Southern development & security concerns.
