Summary:In order to assess the impact of the different policies and procedures instituted by state UCR programs on law enforcement participation in the national Hate Crime Data Collection Program (Hate Crime Program), the authors developed a survey instrument to send to all state UCR managers or similarly designated representatives. The survey was designed to assess the extent to which certain policies and procedures exist in each state relating to the reporting of bias crime statistics. This article provides an analysis of this survey's results and a discussion of the impact of state policies and practices on successful participation in the Hate Crime Program.
