Summary:Educational achievements of Israeli children were evaluated by three international testing projects. Over the last 20 years, large samples of Israeli children (ages 9-16) were tested in 32 international examinations, led by the following organizations - PISA, TIMSS and PIRLS (governed by OECD and IEA). The first part of this paper presents findings that generally show mediocre performance by Israeli children as compared to international standards. Even when focusing on the high-level (upper 10%) test-takers, Israel does not stand out in its students' achievements. In the second part of the paper, we attempt to seek pedagogical, psychological and economical explanations for these findings. We argue that targeting criticism on teachers or principals is misguided.
