Summary:This paper discusses general and specific requirements of AFSCM 375-5 as applied to control and surveillance systems. The ingredients of the total design concept to achieve operational effectiveness includes specifications, analyses, engineering reviews, and tests. The concepts of utility, acquisition time, effectiveness, and cost are discussed. Model and trade-off considerations are presented. Applications of WSEIAC and AFSCM 375-5 principles and procedures to three complex electronic systems are illustrated.
