Summary: | In the run-up to the 2010 NATO Strategic Concept, the future of the American non-strategic nuclear weapons deployed in Europe and the future of NATO’s nuclear sharing became one of the most contentious issues. According to insiders, debates on a text acceptable to all 28 members continued in Lisbon until the last possible moment. The result is a carefully worded text, that leaves open all options. Failing to bring the debate to a satisfactory conclusion, the Alliance found a way out by deciding that the issue of the non-strategic (or ‘tactical’) nuclear weapons is to be part of a comprehensive review of NATO’s entire defence and deterrence posture, a process leading to a new posture document to be agreed at the next NATO summit in 2012. |
