Summary: | During the last 25 years, Mexico has experimented a virtuous spiral of democratic institutionalization, an opening of Congress towards a more pluralist representation and a learning process in terms of the pacific coexistence between the different political forces. With the end of the period of one-party hegemony, and of the Fox government, everything suggests that the presidential elections on July 2, 2006 will produce a government lacking a clear majority in Congress. As a result, there will be a clear need to overcome ideological obstacles and work towards a coalition government capable of continuing with the institutional advances and with a greater political productivity. En los últimos 25 años, México vivió una espiral virtuosa de institucionalización democrática, apertura del Congreso al pluralismo y aprendizaje de convivencia pacífica entre las diferentes fuerzas políticas. Concluida la larga etapa de partido hegemónico y la presidencia de Vicente Fox, todo indica que las elecciones presidenciales del 2 de julio de 2006 darán lugar a un gobierno que no contará con una mayoría clara en el Congreso. Será necesario, por lo tanto, vencer las resistencias ideológicas y avanzar en la conformación de gobiernos de coalición que permitan una profundización de los avances institucionales y una mayor productividad política. |
