The evaluation of Soteria was not well done and results were modest at best whereas the evaluation of the Achievement Lodges was elegant and the project has been, and continues to be, a huge success. There is no recognition of the impact of the consumer movement on service delivery systems nationwide. The topic of recovery, a major concern of consumers and many researchers, is also absent.
