Summary:Based on two research projects on the formative practices aimed at the out-of-school population during the two administration terms of mayor Antanas Mockus (in Bogotá city), this article disputes the opinions that have considered the citizenship pedagogy during both terms as "authoritarian". It also analyses the scopes and limitations of those pedagogical practices, in order to defend the aspects of such practices that should be adopted by the city's administration.
