Summary:Judge Gonas explains that the whole philosophy of the juvenile court is treatment, not punishment. The child is not a defendant, nor is the court a criminal court. This does not mean that the child must not pay in some way for his misdeeds, but it does mean that the court, while striving to protect the community from the harmful behavior of the child, at the same time tries to readjust the child's attitudes to insure that there will be no repetition of the offense.
