Summary: | The absence of defined property rights over international common property resources has resulted in serious management problems. Under conditions of free entry to exploitation of the commons, the management of world fisheries, international air and water resources, and ocean-floor resources is difficult, and its success is closely related to the willingness of nations to surrender part of their sovereignty to international institutions. Extending the powers of international institutions and increasing efforts to reduce abuses of the commons at the national level are the most practical means of developing global management standards. |
