Summary: | Forces are at work which put productivity issues high on the political agenda. An environment of scarcity and negative attitudes exists even though the public demand for services and programs remains high. Obstacles to productivity improvement also provide challenges and opportunities for mounting and maintaining improvement efforts. Political constraints inherent in the system are examined. These constraints impede or prevent sustained and systematic productivity efforts. Illustrative productivity issues at the state and local level are discussed. |
