Summary:This article explores the major factors behind successful implementation of a large-scale health care cost containment program. Success in this case is defined by substantial cost savings, improved employee-management relations, and significant contributions to conflict resolution on an industry-wide level. The focal program is the BellSouth Medical Assistance Plan (MAP). Large-scale effectiveness can be attributed to the following reasons: joint union/management commitment to for cooperative problem solving, extensive and continuing consumer education, and an emphasis on both quality and efficiency of care.
