Summary:This study of collective bargaining in Israeli municipalities shows that knowledge of the formal bargaining structure is inadequate in the search for an understanding of the actual processes and outcomes of collective bargaining. Although unique national circumstances may inhibit international comparisons, the author suggests that the Israeli case may have equal validity in other countries.
