Summary:The cheerless growth record in most African countries, relative to other regions of the world has been of concern to researchers. Major causes of this decline in Nigeria's economic fortunes have been political instability and bad governance, most especially in the 1990s. Military rule in Nigeria, as has been the case in most other countries with prolonged military rule, led to economic and social stagnation and decline. This paper examines the military rule in Nigeria from 1983 to 1998 and the democratic rule from 1999 to 2011 for structural change in the savings and net income. Using the Chow Test, it is revealed that the savings-income relations have not undergone a structural change in Nigeria with attention to civilian-military comparison. This implies that there is no significant difference in the savings habit of various governments in Nigeria with respect to the military and civilian regimes.
