Summary:The Cooperation Council of Turkic Speaking States was established in 2009 as a new international organization for comprehensive cooperation among Turkic speaking states. The four founding and current member states are Azerbaijan, Kazakhstan, Kyrgyzstan, and Turkey. The Turkic Council is an intergovernmental organization which possesses international legal personality. It is a closed and regional organization. The organs of the Turkic Council are the Council of Heads of States, the Council of Foreign Ministers, the Senior Officials Committee, the Council of Elders of Turkic Speaking States, and the Secretariat. While the Turkic Academy, The Turkic Culture and Heritage Foundation and the International Organization of Turkic Culture (TURKSOY) are the specialized agencies of the Turkic Council, the Parliamentary Assembly of Turkic Speaking Countries (TURKPA) and the Business Council of Tur- kic Speaking States are the affiliated institutions of the Turkic Council.
