Summary:The development of professional educational services is considered as an indicator of economic performance and as a condition of regional disparities in socioeconomic status and quality of life. With the increasing independence of territories in the federal state a development strategy for professional educational services may be to maximize the value of assets within professional educational services, the development of competitive markets of professional education, transparent socially oriented selective support. It is grounded that in the regional professional educational services fulfill regulatory, integrative, challenging, mediation, pricing, sanitizing and social functions.
