Summary:This study aimed to analyze the administrative and financial structure of the city of Ipiaú / BA. As methodological procedure, this scientific research is characterized as exploratory and qualitative nature. Therefore, it is a documentary research that used the data collection source: records on file, municipal organic law, appropriations bill, among others. Thus, the results indicated the absence of a significant public policy, taking into account that the actions implemented met only by a government policy of emergency nature, aimed exclusively supply the momentary demands of the municipality in question. Therefore, it is salutary that the local government, bring up a new discussion about targeted policies to sport phenomenon, in giving a new sense of purpose such actions while enabling a participatory management.
