Summary: | With the failure of communism in Central and Eastern Europe, political and economic elites of the region found themselves faced with new paradoxical challenges in relation to EU integration. Assimilation the European capitalist economy meant more rapid inclusion in the EU, but at the same time, it resulted in interpenetration of Western value systems. The organizational vacuum left by the failure of communism also resulted in the formation of new states along ethnic, religious, or cultural lines; state formation promoted the rise of nationalist sentiment that conflicted with EU inclusion, though EU membership itself provided many of the tools essential for successful bids at independence. This article proposes an "index of orientation toward the EU or the nation-state" (IOEU) to compare the attitudes of the elites of Serbia with those of nations already admitted into the EU. W. A.
