After the municipal consolidation of Kaohsiung City and Kaohsiung County, what can the Community University contribute toward fostering active citizenship, based on its social networks and relationships of trust? This paper stands from the viewpoint of networking, using "partnerships and resources" and "environment and citizenship" of Learning City as indicators to investigate the process of a 12-week curriculum design workshop called "imagination and action of local living visioning", and identify the possibilities and challenges of Community University to promote civil society in the regional context. The study found five characteristics of the workshop, that is, timing and clear demands, broad participation, support and commitment from executive leaders, overcome distrust and skepticism, and other boarder concerns.
