Summary:Paradiplomacy is the involvement of federal units - states, cities, regions - in external relations activities, either individually or in networks, driven by the desire or need to seek new and better social and economic opportunities within those interests that may be pursued based on the competencies assignments granted in the federal structure in which these units are linked. Although it has been established in international relations scenario, the rise of these new actors began to raise a questioning of the need for recognition by international law, which grants legal personality and recognizes valid only to relations between waged States and International Organizations. This article analyzes the recognition of paradiplomacy for international law is essential to ensure safety to the activities, concluding that, although relevant, dispenses activity of legal validation, as is the legitimacy of global governance phenomenon.
