Summary: | On December 16, 2015, at the WTO's Tenth Ministerial Conference in Nairobi the Information Technology Agreement 2 (ITA-2) was concluded after three years of negotiations. In total 24 participants (53 countries), including the European Union, United States and China, agreed to remove tariffs on 201 information and communications technology (ICT) products valued at over $1.3 trillion per year by 2024. Tariffs on major products will be removed within three years (covering 89 percent of the 201 items by trade value). 65 percent of the ITA-2 tariff lines will be immediately eliminated by July 1, 2016. Sensitive products will be liberalized within five years and seven years. Although negotiations were conducted by 53 WTO members, all 162 WTO members will enjoy duty-free market access to the markets of the members eliminating tariffs on these products because the ITA-2 was negotiated on an unconditional most favoured nation (MFN) basis. The success of the ITA-2 indicates plurilateral agreements as the way ahead for the World Trade Organization. |
