Summary:Mobility of people is a basic need in today's society and it is essential for the economic development of any city. However, as society improves economically, problems of transport and mobility are accentuated by increasing transport demand, traffic congestion, pollution and occupation of urban land for road construction. Optimizing mobility must pursuit a balance between the use of private vehicles and public transport, an issue that must be approached from a broad and multidisciplinary view. Thus, the first aim of this paper is analyzing the role of public administration as a manager of urban, political, social, economic and environmental measures to promote urban mobility, and, at the same time, proposing specific actions to facilitate the involvement of the administration as ultimately responsible for the management of this mobility.
