Summary:In December 1972, when the General Assembly decided on the location of the environment secretariat2 (what was to become the United Nations Environment Programme (UNEP), in Nairobi), Dr Tolba became the first Deputy Executive Director (DED). [...]during their governing body sessions, the Commission and UN Habitat had no lawyer, so when New York, Office of Legal Affairs was not able to send a lawyer to Nairobi from the UN Secretariat I would act as Legal Advisor, without difficulty. UNEP Governing Council Tolba gave top priority to the Council preparations and sessions.
