Summary: | This research compares two regionalizations in the province of Huelva: Local Labor Markets (MLTs) versus Territorial Units of Employment, Local and Technological Development (UTEDLT). What geography shows better social and economic reality of the territory is the intention of this paper. MLTs are compared with UTEDLT in relation to three economic indicators: net income, employment rate and unemployment rate. Spatial econometric techniques are used to analyse the coherence of each region. The hypothesis is more homogeneity within MLTs and more heterogeneity between MLTs. Employment rate and net income are more coherent within MLTs. Unemployment rate is more coherent in UTEDLT. The results reveal that you cannot prove the existence of more coherence in MLTs. MLTs are functional areas formed by groups of municipalities in terms of mobility flows. These flows are based on aggregate daily movements of workers from home to work and from work to home. The number of workers crossing the boundaries of the MLTs is irrelevant. UTEDLT are administrative units established by the Ministry of Employment of the Government of Andalucía with the intention of promoting employment. The Government of Andalucía removed UTEDLT in 2012. This suppression does not interfere with this research because the intention is to propose a model comparison between administrative and functional units. The question is what is the appropriate size for analysis and implementation of public policies. A municipality is a small unit that does not include the effects of external economies. Externalities exceed the municipality extend to neighbouring municipalities. However, the province is significant for concentration but it is too large and heterogeneous unit. The appropriate geographical area must be a middle territory between the province and the municipality as may be the case of counties, territorial units or functional areas. The aim of this research is to analyse the level of coherence between functional and non-functional areas. The proposed model considers the coherence between and within local labor markets and territorial units in the province of Huelva. To this purpose, we apply two econometric models: a regression least squares model and a spatial exploratory analysis. Another objective is to determine what regionalization, MLTs or UTEDLT, is the most appropriate for the implementation of public policies and analysis of the labor market.
