Summary:The municipality of Rock Hill, South Carolinaprovides electricity, water, and sewer services. These activities are accounted for through an enterprise fund. Historically, the electrical system provided sufficient revenues to offset shortfalls in water and sewer services and still provide a sizable transfer to the general fund. With the movement toward deregulation of electricity the city moved to reduce its reliance on the annual transfer from the electric utility.
