Summary:Tullock's book lacks a subtitle, but two come to mind: "Small Is Beautiful" and "Power to the People," themes that recur throughout this study. The point of departure is the Sunshine Mountain Ridge Homeowners' Association (SMRHA), a group comprised of residents of Tullock's housing development in Tucson, AZ. In many ways, this organization functions as a government by providing a variety of services to residents that are often produced by government in other communities elsewhere: recreation; maintenance of parks, common areas, and roads; and supplemental security protection.
