Summary: | Quangos are quasinongovernmental organizations. In between private-sector industry and the department of state lies a shadowy territory in which government plays a part, sometimes openly, sometimes less obviously. These organizations are quangos. Quangos cannot diversify, nor do they fade away through market forces. Often they go on serving the purpose for which they were created after the need for it disappears. The British bureaucracy is compared to a type of Leviathan. The state too often finds that its financial needs and the voices of powerful unions enforce commitments that were unforseen and unwelcome. |
