Summary:We developed a flexible planning tool by means of an optimization approach that is able to locate and assign refuge centers through facilitating buildings to provide shelter and medical and psychological assistance to the victims taking into account the quality of service. The article proposes variants within the optimization model that allow the decision maker to evaluate different realities in the plan. The performance of the models inside the red zone of the 2010 earthquake in Chile is illustrated. •We propose four variants of an optimization model to enable the location and assignment of temporary refuges.•The model is applied to an urban micro-zone in a Chilean community, located in a zone struck by the 2010 earthquake.•One model in the approach is formulated in terms of maximizing the quality of service.•The computational experiments in the case study show that the models are flexible and capable of making good decisions.
