Description
Summary:An attempt is made to explore some issues arising from the design of a computer simulation of financial flows deriving from the operation of a British university from the period 1986-1987 to 1990-1991. A description of the model is presented, which used the FCS-EPS decision-support system, offering a discussion of the uses to which the model was put in the context of related UK and US studies. The focus is upon the flow of funds between the university and its environment, with no effort to model the internal resource allocation process being made. The focus exclusively is upon the trend projection model, which indicates a university's future financial position by extrapolating from existing budgetary factors as modified by anticipated policy changes. The model was used in a restructuring of academic salaries and in response to a letter from the University Grants Committee requesting a financial forecast for 1990-1991. Implementation of the model focuses on sensitivity analysis.
