Summary:Most solidarity in Spain has corresponded to EU Structural Funds, which does not reflect the importance the Spanish Constitution attaches to interterritorial solidarity. The current paper seeks to consider the need for reform in FCI (Spanish acronym for Interterritorial Compensation Fund), focusing primarily on an analysis of the eligibility criteria applied to determine which regions should benefit. Given the limitations evidenced in economic literature regarding the use of per capita GDP as a measure of imbalance, we construct a synthetic development indicator able to express interterritorial inequalities using two approaches: Principal Component Analysis and the DP2 Synthetic Indicator of Distance
