Summary: | The extremes in financial assistance in disaster relief are: funds supplied totally through public programs or totally from insurance claims. A framework is constructed for incorporating a decision support system (DSS) as an integral part of the policymaking process. This DSS is applied to the case of insurance/disaster relief policy options. A decision support model for disaster policy analysis is then described. This model can evaluate the impact of program alternatives on different stakeholders and will allow examination of strata within groups to determine the effects of strategies. Three insurance/disaster relief programs are compared. The model is applied to a fictitious community constructed from data gathered in a large field survey of 2,000 persons in flood-prone regions across the US. Guidelines are given for improving the usefulness of DSS for disaster policy analysis. |
