Summary: | Public policies and their execution have been experiencing greater influence in the last decade from those professionals within government who have assumed or had thrust upon them tasks. This influence can be accomplished through: 1. election or appointment to high office, 2. near monopoly of the management and administrative level in a related agency, 3 by having influence in agencies that they do not actually dominate due to their positions, and 4. media and grants-in-aid. Professionals develop their uniqueness through self-recruitment, educational preparation, and socialization in school, training, and on the job. Common to most government professionals is the importance attributed to education. The human professional core has been somewhat reduced in some areas by technology. The increased demand for direct citizen involvement and union militancy has also caused problems. |
