Summary: | When delivering projects under severe time constraints, owners need to systematically address critical issues up front to maximize the probability of a successful outcome. The traditional project quality, cost, and schedule relationships assume new values and degrees of importance as they are affected by a number of competing interests. This paper identifies seven categories of critical issue variables that should be considered by an owner as it deli ers projects in a time-constrained situation. The authors describe how a major utility chose two different methods (turnkey and open-book design-build) to deliver four major substations under severe time constraints and discuss the lessons learned from each. Specific cost engineering and cost management methods are described, and the advantages and disadvantages of each are discussed. The discussion also includes several recommendations made from within the framework of the seven issue categories. |
