In this paper we compared the criteria successfully adopted by the US TDR programmes to the specifications adopted by the municipal plans of three important Italian cities (Milan, Rome and Florence) and we discussed their efficacy to control the urban growth. Resumen En los últimos años, muchos países de todo el mundo adoptaron una variedad de herramientas de conservación y soluciones orientadas al mercado para frenar el consumo de la tierra. Entre estos países, Italia comenzó lentamente a incorporar los principios del libre mercado en los programas de planificación urbana. Los programas de transferencia de derechos de desarrollo (TDD) de los Estados Unidos representan un punto de referencia para un enfoque de mercado en el ámbito de las políticas de conservación del medio ambiente. En este documento se comparan los criterios adoptados con éxito por los programas de TDD de los EE. UU. con las especificaciones adoptadas por los planes municipales de tres ciudades italianas importantes (Milán, Roma y Florencia) y se discute su eficacia para controlar el crecimiento urbano. 抄録 近年、世界中の多数の国で、land consumption(土地の消費)を抑制するための様々な保護政策や市場向けの解決方法が採用されている。それらの国の中でもイタリアは、徐々に自由市場の原理を都市開発プログラムに応用することを始めている。アメリカ合衆国の開発権譲渡(Transfer of development rights :TDR)プログラムは、環境保護政策の領域における市場ベースのアプローチの基準点を示している。本稿では、アメリカのTDRプログラムにうまく採用されている基準とイタリアの3つの主要都市(ミラノ、ローマ、フローレンス)の地方自治体計画に採用されている規格とを比較し、それらの都市部の成長を抑制する有効性について考察する。
