Summary: | San Diego Gas & Electric Co. and Southern California Edison Co. initiated what came to be known as the Competitive Power Market Working Group to explore options for a competitive power market in the West in response to the California Public Utility Commission's Blue Book orders and the debate on industry restructuring that immediately ensued. Within the Working Group, SCE and SDG&E supported creation of a competitive market based upon hourly spot prices to coordinate generation and transmission services (a Poolco model), while Pacific Gas & Electric Co., Enron, the New York Mercantile Exchange and certain industrial customers supported an approach based primarily on bilateral contracting (a Bilateral model). With the nature of the restructuring model so central to the next steps to be taken and the ultimate shape and nature of the industry in California, exploration of the characteristics of these 2 models dominated the efforts of the Working Group. Those efforts are chronicled. |
