Summary: | In response to a 1987 report of the Texas Select Committee on Higher Education, the Texas Legislature mandated an assessment of research programs that receive separate line-item appropriations. The first-cycle assessment was carried out in 2 phases over a 10-month period. A self-study report form was sent to each of the state's 44 programs for completion. The report form asked directors to describe the objectives and accomplishments of the program and to provide quantitive data. Programs were to be recommended for reauthorization, revision, or discontinuation. Based on experiences during 2 cycles of the program, several conclusions regarding how such reviews should be conducted have been reached. The 4 major conclusions were: 1. The process is more important than the result because it causes staff to rethink objectives and make necessary changes. 2. The objective should be one of improving the program rather than simply evaluating it. 3. Credible and capable reviewers are critical. 4. To be effective, the process must be open and well understood by those involved. |
