Summary: | The recent emphasis on the satisfaction of basic needs as a fundamental component of programs of Third World development has attracted a lot of attention to the case of Sri Lanka, which ever since independence has achieved considerable success in distributing the benefits of welfare programs co the mass of the population but which, during the same period, has compiled a poor record of economic growth. This association has prompted a number of claims that there is a necessary tradeoff between the two goals, such that relatively high levels of welfare disbursement are achieved only at the cost of economic growth. |
