Summary:This research aims at: 1) identifying the social capital potentials owned by the villagers that can possibly be utilized in implementing Law No. 6 of 2014 on Village; and 2) finding out a social capital-based model of implementing Law No. 6 of 2014 on Village that can be replicated by other villages throughout Indonesia. The research design used in this research was a combination of qualitative and quantitative approaches. The combination model used in this research was a dominant-less dominant design, in which a qualitative approach was used as the qualitative-dominant, while the quantitative approach was used as the less dominant approach. This research was conducted in three villages of three regions in North Sumatra Province, they are: 1) Ujung Teran Village, Salapian Sub-District, Langkat Region; 2) Jambur Pulau Village, Perbaungan Sub-District, Serdang Bedagai Region; and 3) Padang Lancat Sisoma Village, Batangtoru Sub-district, South Tapanuli Region. This research found that the village actually had a variety of social capital potentials that could be utilized for the implementation of Law No. 6 of 2014 on Village. Such potentials can be grouped into two forms: 1) the social capital potentials in the form of values; and 2) the social capital potentials in the form of institutions (formal and non-formal institutions).
