Summary:Noel retired from the Department of Fisheries and Oceans (now Fisheries and Oceans Canada) in 1975, but he pursued his interest in fisheries development from 1975 to 1978 by serving with the Canadian International Development Agency (CIDA) as a fisheries advisor consultant for projects in Senegal, Sri Lanka, Nicaragua, and Guyana, interspersed with 2 years (1976-1977) as manager of the Atlantic Herring Fishermen's Cooperative Ltd., a nice culmination of his lifelong involvement with herring.
