Description
Summary:Political institutions have been considered important factors that influence local policy processes. This study investigates if different county political institutions, including the form of government and home rule charter, influence the processes among three policy arenas: allocational, development, and redistributive. We analyze the annual expenditure change in Florida counties from 1995 to 2008. Results show that both modernized and nonmodernized counties show similar levels of policy changes in allocational, developmental as well as redistributive policy arenas, while counties with modernized political institutions tend to experience a slightly higher, although minimal, level of policy change in each of the three policy arenas.
